This standard is formulated to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Soil Pollution, the Regulations on Groundwater Management and other laws and regulations, prevent and control the soil and groundwater pollution of industrial enterprises, improve the quality of the ecological environment, guide and regulate the self monitoring of soil and groundwater of industrial enterprises. This standard specifies the general requirements for self monitoring of soil and groundwater in industrial enterprises, including the development of monitoring plans, sample collection, preservation, circulation, preparation and analysis, analysis of monitoring results, quality assurance and control, preparation of monitoring reports, and basic content and requirements for monitoring management. Appendices A to D of this standard are informative. This standard is issued for the first time.
