According to the "Management Measures for Water Efficiency Labeling" and the "National Water Conservation Action Plan", recently the National Development and Reform Commission, the Ministry of Water Resources, and the State Administration of Market Regulation jointly issued the "Catalogue of Products Implementing Water Efficiency Labeling in the People's Republic of China (Third Batch) and the Implementation Rules for Water Efficiency Labeling of Showers and Water Purifiers" (Development and Reform Environmental Resources Regulations [2021] No. 1755).

The scope of products covered by the "Implementation Rules for Water Efficiency Labeling of Showers" includes showers (including showers or shower combinations) installed at the end of cold and hot water supply pipelines in buildings, with a nominal pressure (static pressure) not exceeding 1.0MPa, and a medium temperature of 4 ℃ -90 ℃ for use in sanitary facilities such as bathrooms (restrooms, bathrooms) and shower rooms. Not suitable for showers and thermostatic showers with built-in heating devices. The main information labeled on the water efficiency label of the shower includes the manufacturer, product specifications and models, water efficiency level, flow rate, and other contents. The water efficiency level of the shower is determined according to the national standard "Water Efficiency Limits and Water Efficiency Levels for Showers" (GB 28378-2019).

The scope of products covered by the Implementation Rules for Water Efficiency Labeling of Water Purifiers is small water purifiers that use municipal tap water or other centralized water supply as raw water, with reverse osmosis membranes or nanofiltration membranes as the main purification components, for use in households or similar places. Not suitable for large water purifiers with length or width or height ≥ 2000mm, weight ≥ 100kg, and water purification flow rate ≥ 3L/min. The main information labeled on the water efficiency label of the water purifier includes the manufacturer, product specifications and models, water efficiency level, water purification rate, rated total water purification, etc. The water efficiency level of the water purifier is determined according to the national standard "Water Efficiency Limits and Water Efficiency Levels for Water Purifiers" (GB 34914-2021).

Previously, China had included products such as toilets, intelligent toilets, and dishwashers in the implementation scope of water efficiency labeling. Showers and water purifiers manufactured from July 1, 2022 must be labeled with water efficiency labels. Products manufactured or imported before July 1, 2022 may be delayed until July 1, 2023.
